La nuova città, il cui nome deriva da Ercole, ereditò da Taranto istituzioni politiche e lingua, divenendo un importante centro.Nel 374 a.C. Heraclea divenne capitale della Lega Italiota al posto di Thourioi, caduta in mano ai Lucani. In seguito a questo evento, Heraclea visse il periodo di maggior splendore politico. Nel 280 a.C., Heraclea si trovò coinvolta nella guerra tra Roma e Taranto. Sul suo territorio, più precisamente presso l'attuale Panevino, si svolse la famosa battaglia in cui Pirro sbaragliò i romani con i suoi elefanti.”
