"Moiwa Yama" You will get spectacular view of Hokkaido!! I want to recommend to go here for observing the sunset or night view.

One of the top three night views in Japan, the ropeway has a cable car that brings you to an observatory deck where you can view the entire city and the rest of Hokkaido's landscape. There's a ski area nearby as well.
